Directions
1. Step
Cut the cabbage into quarters and separate the leaves. Select the square-shaped leaves, stack them, and cut them into quarters. Steam the cabbage in a hot pan over medium heat for 2–3 minutes.

Finely chop the carrots, onions, and green onions. Blend them together in a food processor until well combined.

Wrap the tofu in a cloth and squeeze out excess water. In a bowl, place the ground beef and pat it dry with a paper towel. Add the drained tofu, minced garlic, chopped vegetables, salt, sesame oil, black pepper, and sesame seeds. Mix well until fully incorporated.

Steam the mixture until it becomes firm and difficult to fold. Once steamed, remove it and set it aside.

Take a tablespoon of the cabbage mixture and shape it into small portions. Lightly fry them one by one in a pan until golden brown. Add a little oil to the pan, place the fried cabbage portions back in, and cover with a lid. Cook for 3 minutes, then flip and cook for another 3 minutes.
